Every block is marked with 'No Parking on....' except the hill section of town. Those streets have 'No Parking' on Wednesdays. The policy is in force all year long. The only days it is not enforced are federal holidays. It is not a "street sweeper" policy, in the fall it's used for leaf pickup, in the winter snow and christmas tree removal.

It is unlawful for any person to throw, dump or place in any manner whatsoever any refuse upon any streets or alleys in the Borough of Northumberland, or for any person to permit his agent or anyone under his control or supervision to do the same.
Leaf pickup will start when approximately 80% of the leaves have fallen off the trees. Pickup follows the street cleaning schedule. The borough recycles the leaves into mulch. Leaf piles with grass clippings and branches will not be picked up. Leaves must be placed between the curb and sidewalk, not on the street. Leaves on the street can freeze to a solid mass capable of breaking the snowplow. FYI: Grass clippings are not to be placed
on the street at anytime. Final collection will be the week after Thanksgiving.
All trees should be curbside by the first week of January and free of all trimmings.
